Been looking at these as a option, but would they not scratch the paint on the fender??

They WILL scratch the paint. I know, scratched the rear fender on my bike. I had them on my bike a little over a week and a good friend told me that on the new bikes the paint can scratch very easily.He was right. I mounted my soft bags with brackets after that. I bought some univiversal brackets from Willie & Maxx I believe they were around $40 back then. You could also make some if your skilled.

Yep they are a chance of scratching.
I put some clear contact over the mudguard.

My old throw-overs didn't scratch/scuff the fender as much as other things I strapped to the bike, and far less than my rear seat bracket as I struggled to remove and install it on occasion.

Ditto!! Couple of nasty scratches too from the rear seat.

Cover the area with electric tape and check it , 'cause even that will eventually wear through .
