Throttle Cables "holder"?

Folks,

Curious if anyone knows the answer to this. Should there be a plastic clip/holder on the left side of my frame (top left) to hold the throttle cables? I noticed my throttle was extremely tight if I turned the bars all the way to the right. Sometimes the engine would accelerate modestly. Upon inspection, I noticed the my throttle cables "under" two electric boxes located under the tank. While fiddling around, I noticed that the throttle cables fit nicely between these to electric boxes in a groove. Upon further inspection, I noticed my frame has a small hole right where the throttle cables lay if I push them between these boxes. The hole looks perfectly sized to have a "plug" fit into it. Say, one that may exist on the back of a cable guide. However, I never noticed if there was one before. Any ideas?

No retainers on the throttle cables.. they need to move freely. Pics maybe?

I don't think my '02 cables are in any kind of retainer.

Funny thing,
On Sunday I rode my bike 50 miles for my Mom's 93rd B'Day
Party. Got a bouqet of flowers, and stuck 'em down behind
the roadster screen. As I was backing out of my parking
spot, I turned the bars to the left, and it revved like
crazy. Moved the flowers to the left side, all OK.

Moral of the story, if your cables are tight,
you can move them to the right side of the frame.
Giving you a little slack.
