Is there anyone out there that can explain why the left front and rear turn signals would only work if you rev the motor or if you are driving at higher rpms while the right ones work fine. This is not for my BA but a Honda cx650e. I would think this would be a general electrical problem though.

Because you have some resistance in the left circuit that is not present in the right. Might also be the wrong globes, but unlikely. The extra voltage when you rev is overcoming the resistance. Best chance is it's in the switch itself.
