Seating a tire bead...

I replaced the rear tire on my Triumph. I got my old tire off, the new tire on and I haven't had any problem filling the tire and having it hold air. I filled it to 60psi, replaced the valve core and refilled it to 40 psi. I ran my finger around the outside of the rim and it feels like it's seated, it holds air with no leaks (soapy water test). However, the tire bead never did 'pop' when I filled it.

I've deflated the tire several times, pushed it off the rim and refilled it again with the same results, no 'pop'.

Does a tire bead have to 'pop' to set the bead?

Nope.. sometimes it just quietly slides right into place

Look at the edge of the rim and the closest reference point that is even around the edge of the tire. That should be even all the way around once seated. You won't always get that "POP".

I thought it was good to go when everything looked tight, the tire edge was even all the way around the rim and it sealed but I just wasn't quite sure. For the life of me I couldn't figure out how it was supposed to pop when it had seated so easily.

I would agree and great advice, but the tire was fully inflated, had passed the soapy water, bubble test and was fully seated on the rim.
I rode my bike into work this morning and the bead held just fine but I'll check the pressure again before heading home.
At least I now know that the tire bead can slip easily onto the rim without the fanfare 'pop'. Thanks again gang!
