I've seen a lot of people ask about this, and so did I when i was looking into the whitewalls, so I took some pix.
MODS-I'm not sure if this is the right place for this, please move it if it's not.
There's probably a more professional way to go about doing this, but I had a free afternoon and a six pack of fat tire to kill. I'm also not a great photographer or narrator, so bear with me.
I started out by just cutting the center out of the bracket with a cutting wheel, and mounting it normally.
It looked really cool, and the fender hugged the tire nicely. I kept it like that for a while, but after a few high speed runs, I noticed some rubbing and it ended up looking like this:
So I decided I needed to try something different before I completely destroyed my fender. I went to home depot and found some steel braces. I'm not even sure what they're for, probably bracing screen doors or something. They're maybe 2.5 to 3 inches long. If I could have found something better I would have used it, but i just worked with what I could find. They looked like this:
I then had to cut the end off with a hacksaw, with the idea of just raising the fender up a little.
This is basically what I was looking for:
I had to drill out the holes a little to the size of the fender mounting bolts. I also rounded off/cleaned up the edges with a file, and painted it with some black spray paint. I then attached them to the fender mounts.
Here is a pic close up of how it's mounted. It looks a lot closer to the rim/tire in the pic than it actually is.
The finished product with no more rubbing:
