That's a Ford Anglia. I think they only made them for a few years right around 1950. It's the big brother to the "flying car" from Harry Potter fame. Drag racers and street rodders like them as a kind of more obscure version of a '40 Ford or Willys of the same vintage.
Cool pic. Seems like there have been a bunch of customs and street rods out being driven during these past few weeks of sunshine we've had.

Not the only car, i believe the late 50's Lincolns and Mercurys had an inward sloping window, they also had a "turnpike cruiser" option where said window could be raised and lowered.
