She last ran after a refurbishing 12 years ago. Under a tarp since then. 2 flat tires and a ripped seat. I plan on redoing her over the winter, riding her a bit, and then setting her in storage for 13 years. Any ideas on what I should do first?

Put a teaspoon of Marvel Mystery Oil down each sparkplug hole and let it sit overnight before you try to turn it over. Might clean the varnish out the carbs while your waiting as well.

Make a list.
Start shopping for parts, anything that would be considered a maintenance item needs to be replaced.
You'll have the wheels off, so replace the fork seals, and lube up the headset.
Sounds like you're going to be having fun this winter

Just by a yard of vinyl cloth to recover the seat. Use the old cover as a pattern. Clean the carbs, grease everything that moves, new tires, and I like the Marvel Mystery Oil idea too. O yeah, new battery, maybe plugs, maybe air filter. Good luck.
