Can anyone tell from this picture if all the mounting hardware is there? Don't worry about nuts & bolts.

yes I think so. I bought a sissy bar luggage rack off the list and the only thing missing above is the sissy bar bit. You may find you need some spacers but they're not supplied as far as I know.

Are the four spacers there? They go between the rack and brackets at each of the four mounting bolts, and stand in for the sissybar that normally goes between the two.

ahh. I wondered about spacers - what shape are they? (round like thick washers or rectangular)?

I wondered too, but I saw one at the Kootenay Raid. They're round spacers. I'd planned on using some 3/8" square stock to eliminate my sissybar but still keep my luggage rack. It's a toss as to which one would be easier to fab up real quick. Probably the round spacers with the right tubing.

You can find round spacers at True Value or Ace in the specialty bins.
