Boogieman does have a side-mount license plate bracket on streetboogie.com. Mascycles.com has silver bullet turn signal kits. Were you looking for a specific style?

I bought the Kuryakyn retro bullet lights from Drag Specialties. I don't know if the mount is 8mm (I can check when I get home) but I have seen them mounted on bikes through the rear strut bolt.
P.S. I'm going to move this to Accessories.

DLR, These bolts from Kuryakyn will work as rear fender bolts if you get their 3/8" lights. Hollow Bolts
