I'm not sure about the specifics of setting one up, but I've heard of folks using pay pal accounts to quickly transfer funds from their accounts in different countries.
Learning from my mistakes... again and again.

Paypal includes a charge for doing this, and so will the bank in the originating country for changing currencies. You can't get away from the charges completely, but if you can get a foreign account it reduces the charges.

Not sure why you want to do this but I think you are gonna have trouble - most banks will require two forms of ID ie passport/drivers licence and some form of address verification ie recently paid utility bill. All to do with stopping money laundering apparently.
I have attached links for some of the major banks - good luck

I've heard that the Isle of Man is a big banking center, like the Cayman Islands. If this is true an IOM account might be easier to open.

I just checked. Google 'Isle of Man Bank' and you should find what you need.
