What's the law in NC about not having a speedometer or turn signals? Will it rate a ticket or not past the inspection?

generally if it didnt come from the factory with them then they arent required. If they were an oringal equipment then they are required. So. Some inspector's probably would pass them without. Some would go by the book an require them. As for law enforcement folk, it all depends on the mood they are in. But the best answer I can give is yes they are required if they were factory installed, and as such could rate you a ticket.

I'm going to replace the Harley tail light/turnsignal combo I have on it now with da boogieman's axle mounted tag/tail light combo.All I have to add then is two bullet turn signals on the fenders.Better to stay legal.

For the most part,law enforcement will usually ignore missing items except the more obvious stuff such as license plates, stoplights, etc. unless they are really looking for some excuse to pull you over. In that case, they will no matter what. On the other hand, what is not missing had better be in good condition and working. Everywhere I've been, they are much more likely to stop you for a broken or missing signal lense than no signals at all.
That's one of the nice things about out bikes. To the unwashed masses, they look just like the ones that didn't come with all that extra junk.

First off it appears that you do not have to have your motorsickle emissions inspected, "Vehicle Requirements

Effective July 1, 2002, all 1996 and newer gasoline-powered vehicles registered in an emissions county are required to receive the On Board Diagnostics(OBD II) emissions test.

Additionally, through December 31, 2005, all gasoline-powered vehicles less than 25 years old, up to and including model year 1995, registered in one of the original nine emissions counties:

1. Cabarrus;
2. Durham;
3. Forsyth;
4. Gaston;
5. Guilford;
6. Mecklenburg;
7. Orange;
8. Union;
9. Wake;

will require an exhaust (tailpipe) emissions test.

Exemptions:

The exemptions from these requirements include current-year model vehicles, diesel-powered vehicles and motorcycles.

Effective January 1, 2002, all registered motor homes are exempt from any type of emissions testing. "

Finally, read this NC Motorcyle Equipment Laws

But what may bite you on the rear is this taken from the North Carolina General Statutes,

§ 20-123.2 Speedometer.
(a) Every self-propelled motor vehicle when operated on the highway shall be
equipped with a speedometer which shall be maintained in good working order.
(b) Any person violating this section shall have committed an infraction and may
be ordered to pay a penalty of not more than twenty-five dollars ($25.00). No drivers
license points, insurance points or premium surcharge shall be assessed on or imputed to
any party on account of a violation of this section. (1989 (Reg. Sess., 1990), c. 822, s. 2.)
